When assignee has a tech in do they get a ticket or is only after you select the tech group

I could not find anywhere it defines each area such as : does assignee get a ticket
                                                                                 does requester get a ticket etc.
I know requester does

A tech still needs to be entered.  The default behavior is to suggest the current technician entering the ticket if there is not a tech group assigned to the ticket type which was selected.  If the ticket type has an associated tech group this will be suggested.  This is changeable by the technician creating the ticket.
